Barclay O’Brian is a member of the Spiral Geographic Society expedition. He tells you where to find Rutherford West who is being held by Optio Agenor. You encounter him in The Pinnacles and he asks you to look him up on The Promenade but after this encounter his whereabouts are unknown.
Lieutenant Reginald Endicott Barclay III, often referred to as “Reg”, (Dwight Schultz) was a highly talented Human Starfleet systems diagnostic engineer who lived in the 24th century. In his early days aboard the Enterprise-D, he frequently displayed nervous behavior, demonstrated a noticeable lack of confidence, stammered frequently, was extremely introverted, and occasionally bumbled. These traits aroused the derision of some of his shipmates on the USS Enterprise-D – with some even going as far as calling him “Lieutenant Broccoli” behind his back or, on unfortunate occasions, to his face.
Senior Chief Petty Officer Miles Edward (Colm Meaney) was a 24th century Human Starfleet non-commissioned officer who, following his service during the Federation-Cardassian War, served as transporter chief on board the USS Enterprise-D for several years before being promoted to chief of operations aboard starbase Deep Space 9. After the Dominion War he accepted a professorship at Starfleet Academy on Earth.
The current list of all the (known) Celestia references are located here.
Although I am well versed in Pop Culture references, I do not claim to have caught them all. Let me know your favorites in the comments and if I’ve missed one you caught, let me know so I can add it to the list.
