Garak Makes Knockoff Comm Badges
There are two choices. Either Rom somehow acquired a Starfleet badge (not beyond the realm of possibility for a Ferengi) or Garak made the badge to go with the uniform. I opt for the second because Nog doesn’t wear the new badge when he puts on his uniform.
