In addition to all the other nits regarding this scene, I’ve always wondered why Dougherty parked the ship on the surface and not in orbit. Then the admiral goes to the trouble of transferring Data off of the Enterprise to the secret mission of observing the Baku with the intention of moving them off the planet.
Admiral Dougherty is then ‘shocked’ when Picard comes to investigate Data’s malfunction. I can only surmise that Data was transferred to the mission to discover the true intent and draw Picard in to investigate without violating orders.
How was I supposed to know that the android wouldn’t violate his programming?
How could I have foreseen that Picard, a captain with fierce loyalty and devotion to his crew would come to Data’s aide and subsequently discover the true nature of the mission?
