Pips Mooless is a gang boss operating out of the Heap in Lemuria. He is the leader of the Moo Crew.
“Lips” Manlis was a criminal figure who caused some trouble for Dick Tracy during the 1930s. He had a wide mouth and thick lips (hence his nickname). He had a large, imposing body and wavy dark hair that he typically wore swept back on top and short on the sides. He sometimes had a moustache.
Lips Manlis is a supporting antagonist in the Dick Tracy comic strip. He is a mob boss and the mentor of gangster Alphonse “Big Boy” Caprice, who eventually kills him and takes over his criminal empire. In the 1990 film, Lips had been Big Boy Caprice’s mentor. He was portrayed by the late Paul Sorvino.
