Kira Changed the Program
This is one of those nits where the in-universe reason explanation is easier to figure out than the why did it occur in the first place. Different uniform for Kira? simple she changed the holodeck program.
But the reality is that Wardrobe needed to make two different costumes, bring both costumes out to location and then Ms. Visitor needed to physically switch outfits during the one-day on location shoot. This is why Nitpickers don’t deal in the reality of nits on screen.
