Overconfidence Bordering on Arrogance
Hugh has full knowledge of the fact that Picard and the Enterprise are close by. That knowledge will be available to the Borg as soon as Hugh is re-assimilated. Picard should know this.
In “Family” Picards confesses to Robert, “You don’t know, Robert. You don’t know… They took everything I was. They used me to kill and to destroy and I couldn’t stop them.[sobs]”
Captain Jean-Luc Picard knows full well that the Borg will use whatever is floating around in Hugh’s grey matter. Yet, he is SO confident in the ability of his ship and crew to overcome any odds that he releases Hugh back into the collective.
