It’s not like these stories were conceived, written and filmed in non-sequential order. We KNOW for a fact that this documentary is about events that take place a LONG time ago in a galaxy far, far away.
I suppose a case can be made for the fact that most of the heroes listed were dead and the Rebellion didn’t have the necessary images on Yavin IV to honor the deceased contributors. That said, Wedge should have been on stage with Han and Luke. Chewbacca should have received his medal that day instead having to wait.
