What Happened to New Zealand
We know for a fact that New Zealand still exists, since (as mentioned) Tom Paris is serving time at the Federation Penal Colony. Some folks have speculated that the viewing angle of the planet from the Enterprise’s orbit hides the country. Possibly.
The map generated by the Enterprise’s computer when Picard is looking for a safe place for the crew to stay out of history’s way CLEARLY show New Zealand in 2063 should be visible.
We can only surmise that by 2063 the residents of New Zealand had developed a cloaking device for the whole island to keep it safe from the recent atomic bombs that threatened the whole planet. This is why it wasn’t visible to Picard and Lily as they visually looked at Earth. However, the Enterprise’s computer was able to scan passed the primitive 21st century cloak.
