Aliens speaking English has always been handled by the Universal Translator, that amazing piece of technology that not only cancels out the sounds of alien languages but holographically (in real time) remaps the mouth shapes to match.
That said, the UT SHOULDN’T be working in this instance because no Federation personnel are planet side. The audience needs to HEAR English so a little license can be given. But writing? How? Temporal Osmosis.
The transcript of the letter is as follows:
I, Kelemane. Son of Kelemane, ruler of the good people of the land below you, would hope that you might consider putting an end to whatever it is you’re doing that shakes our ground. If this causes you inconvenience I’m willing to offer a recompense.
