Nitpicking Star Trek -Federation Standard is Used for Ship Communication

I have zero problem with a child who has Kahn’s genetics being able to decipher the Gorn “Blinky Code”. He IS a Noonien Singh after all.

My question is WHY do the Gorn use “Blinky Code” to stand in for Roman characters that form Federation Standard words? Simple, much like English is the official language of Terran International Aviation, Federation Standard is the official language of interstellar flight. Even though the Gorn use English, their vocal cords cannot replicate the sounds. Hence the reason for the Gorn Captain’s need to use a Universal Translator to converse with Captain Kirk eight years later.
