The reality is these two scenes were filmed months apart. The make-up department sourced new wigs for Worf and started lengthening Worf’s hair as the season progressed.
The “reel”-ity is the cold hard fact that there is no where enough time for Worf to leave the bridge and re-style his hair after Riker says “Fire”. Worf’s hair falls and is reacting to the “Gravity” of the situation.
