In all fairness to Major Carter, most locals never visit local attractions. Also Sam spends most of her time traveling to strange new worlds, seeking out new life and new civilizations, boldy going where the Go’a’uld have transplanted humans before.
She can be forgiven for not being aware of the zoo.
Either that or she is being overly technically correct. The Zoo is NOT located within the city limits of Colorado Springs.
