A Clue to Rasmussen’s True Identity.

Yes, the reality is that the set designers for Star Trek VI used as much of the (then in production) set pieces and props from Next Generation as possible. Herman Zimmerman borrowed the replicator portion, redressed it used it to great effect.

You can see the whole unit with appropriate 23rd century GUI interface behind Kirk in his quarters.
And you can see the unit in the background of the crewman’s quarters as the search for the assassins is underway.

And when filming for Star trek VI was complete, the set piece was put back into place on the Next Gen sets… except someone forgot to replace the 23rd century graphics with the LCARS graphics. Anyone can point out the mistake. It’s up to the Guild to explain why it’s not a mistake. For now, Rasmussen, if he was really from the 26th century, would’ve noticed.
