Appearance
This staff is wrought of dark ironwood reinforced with adamantine bands, its length etched with spiraling runes of judgment and restraint. At its crown rests a delicate silver filigree cradle, perfectly sized to hold the Whispering Orb of Conscience.
When the Orb is mounted, faint silver light courses down the staff like veins beneath skin. In battle, the runes flare or dim depending on the wielder’s choices. Observant scholars note that the staff’s glow subtly hesitates before acts of cruelty.

The staff refuses to grant bonuses for that encounter. Its runes go dark. The Orb says exactly one sentence, “I agreed to defend you. Not this. If you insist on being a monster, do so without my help.”
This makes morality visible in combat, not just roleplay.
Attunement & Bond
The Staff of the Bound Conscience cannot be attuned independently. Its power flows only while the Whispering Orb is mystically attached. (Core Staff Properties are always On with Orb Attached)

The staff functions as a +1 magical quarterstaff and an arcane focus.
Conscience-Guided Strikes
You may use Intelligence instead of Strength or Dexterity modifiers for attack rolls with this staff. (if Dex or Strength are higher, The Orb will add a bonus equal to your tier of attunement)
The Orb quietly adjusts your grip and grants advantage on any attacks made with the staff.
Dual Discipline Focus
While wielding the staff:
You gain +1 to spell attack rolls and spell save DCs
You gain +1 to AC while not wearing heavy armor

When a creature you hit with the staff or a spell attacks you before the start of your next turn, you may use your reaction to impose disadvantage on that attack.

Gain Judgment Made Manifest (1/long rest):

As a bonus action, the Orb floods the staff with silver light for 1 minute: Staff attacks deal +2d10 psychic damage
You gain advantage on concentration checks
When you fail a saving throw, you may reroll once and take the new result
If used for clearly immoral violence, the Orb immediately ends the effect and triggers Ethical Recoil.
